It works by prolonging the growth phase of the eyelash hair cycle.

To use Latisse, you should first ensure that your face is clean and that any makeup or contact lenses have been removed. You can then apply a small amount of the solution to the base of your upper eyelashes using the applicator brush that comes with the medication once daily. Be sure to follow the dosing instructions provided by your doctor, as well as any other instructions related to storage or use of the product. The medication should not be applied to the lower lashes or to other areas of the face. Results can usually be seen within 8-12 weeks of starting treatment, with full results appearing after about 16 weeks.

As a medically-led clinic I always like to point out that, as with all prescription drugs, there are sometimes rare side effects, including redness, which will disappear as soon as you stop using the serum.
